Mobile homes provide an important source of affordable housing for low- and moderate-income consumers. Contrary to their name, however, "mobile homes" tend not to be mobile at all. Once located, mobile homes almost always stay in place. Despite this, mobile home pads --the property on which a home is located-- is usually rented. Leases are often one year in length. Consumer abuses of mobile home tenants are, unfortunately, common.

FSC's mobile home work has addressed:
	The closure of mobile home parks and their conversion to non-housing uses;
	The imposition of transfer fees or other non-cost-based charges on consumers who wish to sell their mobile home in place;
	The regulation of mobile home rents;
	The tying of mobile home sales to mobile home pad rentals.
